Inspection of Dangerous Goods
We support the safe maritime transport of dangerous goods and prevention of marine pollution on a daily basis.
NKKK carries out inspection of dangerous goods on board ships and packing of dangerous goods in containers, moisture determination testing of cargoes which may liquefy and inspection of stowage of cargoes which may liquefy on board ships, density determination testing of solid bulk cargo, and verification of the operation for processing noxious liquid substances of category X, based on the relevant national and international regulations.
NKKK is also active in research, and providing information to the public regarding such work to contribute to safe and smooth maritime transport of dangerous goods and special cargo. For details, please refer to Public interest activities & Additional services.
Dangerous Goods Container Packing Inspection
When transporting dangerous goods by container, based on Article 112, Paragraph 1 of the Regulations for the Carriage and Storage of Dangerous Goods by Ships, inspection must be received from the regional transport bureau director or registered inspection organization having jurisdiction over the loading port regarding container packing methods. NKKK conducts this inspection as a “registered inspection organization.”

Dangerous Goods Stowage Inspection
When transporting dangerous goods by vessel, based on Article 111, Paragraph 1 of the Regulations for the Carriage and Storage of Dangerous Goods by Ships, inspection must be received from the regional transport bureau director or registered inspection organization having jurisdiction over the loading port regarding loading methods and other stowage. NKKK conducts this inspection as a “registered inspection organization.”

Transportable Moisture Limit (TML) Measurement for Liquefying Materials
Based on Article 17, Paragraph 1 of the Regulation for the Carriage of Specific Cargo by ships, the ship’s master shall not transport liquefied materials on board a vessel other than those for which the Transportable Moisture Limit (TML) and Moisture Content (MC) have been measured by the Director of the District Transport Bureau or an entity recognized by the Japanese government. NKKK conducts TML and MC measurements of liquified materials as an “accredited inspection organization”.

Liquefying Materials Stowage Inspection
Based on Article 25 of the Regulation for the Carriage of Specific Cargo by ships, when the ship’s master intends to transport liquefied materials whose moisture content (MC) exceeds the transportable moisture limit (TML), the master shall receive an inspection regarding stowage method of the materials by the Director of the District Transport Bureau or an entity recognized by the Japanese government. NKKK conducts stowage inspections of liquefying materials as an “accredited inspection organization”.

Solid Bulk Cargo Density Measurement
When transporting solid bulk cargo with a density of 1,250 kg/m³ or more and less than 1,780 kg/m³ by specific vessels, based on the Ship Compartment Regulations, the shipper must declare to the ship’s master before loading the density of the solid bulk cargo measured by the regional transport bureau director or registered inspection organization having jurisdiction over the location of the solid bulk cargo. NKKK conducts density measurements of solid bulk cargo as a “registered inspection organization.”

Prewash survey for “Category X” Noxious Liquid Substances
Under the Law Relating to the Prevention of Marine and Air Pollution from Ships and of Maritime Disasters, any person intending to discharge a “Category X” substance or related tank washings shall prewash the tank and undergo a survey by the Japan Coast Guard or an accredited inspection body. NKKK conducts this survey as an “accredited inspection organization”.

Certification of Export Cargo Volume and Weight (Shipping Measurement)
NKKK, as an International Inspection and Survey Association, provides measurement certificates that are used for various purposes in shipping and international trading fields, such as customs formalities, calculation of freight, and third party reports for custody transfer of trading cargo. We confirm whether the type of trade cargo, packaging form, marks and numbers (shipping marks) printed on cargo, condition, quantity, etc. match the contents described in trade documents, and measure and certify cargo volume and weight.

For volume measurement, we primarily measure the maximum dimensions of three sides (L/W/H) (the most protruding parts).
The main purpose is cargo volume and weight certification for calculating shipping freight, but it can also be used for other purposes such as calculating vessel booking space.

Weight Measurement and Certification of Import Cargo (Discharge Measurement)
Certification of trading weight primarily for raw material import cargo. When importing cargo, accurate weight may be required as “commercial transaction quantity,” “import declaration quantity to customs,” and “quantity for insurance claims when cargo has shortage or damage.”
NKKK’s mass inspection accurately measures and certifies the weight of import cargo on a B/L basis, so it can be utilized as third-party certified values. In addition to measuring weight, we can also confirm packaging form, cargo-specific LOT numbers, cargo condition, quantity, etc. according to request contents.

Features
We primarily measure the weight of raw material-type cargo (bulk cargo and individual cargo) among import cargo.
The main purpose is to be used as trading weight for domestic sales based on weight certification at import. It is also used for items requiring weight declaration during import customs clearance.

Verification of Automatic Catching Weighing Instruments
Due to revisions in the measurement system, automatic catching weighing instruments were added to specified measuring instruments in 2017. Accordingly, automatic catching weighing instruments used for transactions or certification must undergo verification conducted by designated verification organizations.
※ Instruments with scale intervals less than 10 mg or fewer than 100 scale markings, or weighing capacity exceeding 5kg are not subject to verification.

Verification Operations for Automatic Catching Weighing Instruments
On November 26, 2024, we were designated by the Ministry of Economy, Trade and Industry as a “Designated Verification Organization focusing on instrument error verification” for automatic catching weighing instruments, and began verification operations for automatic catching weighing instruments. We can handle operations nationwide (all regional blocks).
